Intelligence has been defined in different ways, including the abilities for abstract thought, understanding, communication, reasoning, learning, planning, emotional intelligence and problem solving.
Intelligence is most widely studied in humans, but has also been observed in animals and plants. Artificial intelligence is the intelligence of machines or the simulation of intelligence in machines.
Numerous definitions of and hypotheses about intelligence have been proposed since before the twentieth century, with no consensus reached by scholars. Within the discipline of psychology, various approaches to human intelligence have been adopted. The psychometric approach is especially familiar to the general public, as well as being the most researched and by far the most widely used in practical settings.
Besides the foregoing definitions, these psychology and learning researchers also have defined intelligence as:

What is considered intelligent varies with culture. For example, when asked to sort, the Kpelle people take a functional approach. A Kpelle participant stated "the knife goes with the orange because it cuts it." When asked how a fool would sort, they sorted linguistically, putting the knife with other implements and the orange with other foods, which is the style considered intelligent in other cultures.
The approach to understanding intelligence with the most supporters and published research over the longest period of time is based on psychometric testing. It is also by far the most widely used in practical settings. Intelligence quotient (IQ) tests include the Stanford-Binet, Raven's Progressive Matrices, the Wechsler Adult Intelligence Scale and the Kaufman Assessment Battery for Children. There are also psychometric tests that are not intended to measure intelligence itself but some closely related construct such as scholastic aptitude. In the United States examples include the SSAT, the SAT, the ACT, the GRE, the MCAT, the LSAT, and the GMAT.
Intelligence tests are widely used in educational, business, and military settings due to their efficacy in predicting behavior. IQ and ''g'' (discussed in the next section) are correlated with many important social outcomes—individuals with low IQs are more likely to be divorced, have a child out of marriage, be incarcerated, and need long-term welfare support, while individuals with high IQs are associated with more years of education, higher status jobs and higher income. Intelligence is significantly correlated with successful training and performance outcomes, and IQ/''g'' is the single best predictor of successful job performance.
IQ tasks and tests can be ranked by how highly they load on the ''g'' factor. Tests with high ''g''-loadings are those that correlate highly with most other tests. One comprehensive study investigating the correlations between a large collection of tests and tasks has found that the Raven's Progressive Matrices have a particularly high correlation with most other tests and tasks. The ''Raven's'' is a test of inductive reasoning with abstract visual material. It consists of a series of problems, sorted approximately by increasing difficulty. Each problem presents a 3 x 3 matrix of abstract designs with one empty cell; the matrix is constructed according to a rule, and the person must find out the rule to determine which of 8 alternatives fits into the empty cell. Because of its high correlation with other tests, the Raven's Progressive Matrices are generally acknowledged as a good indicator of general intelligence. This is problematic, however, because there are substantial gender differences on the ''Raven's'', which are not found when ''g'' is measured directly by computing the general factor from a broad collection of tests.
''g'' was earlier often subdivided into only Gf and Gc which were though to correspond to the Nonverbal or Performance subtests and Verbal subtests in earlier versions of the popular Wechsler IQ test. More recent research has shown the situation to be more complex.
One criticism has been against the early research such as craniometry. A reply has been that drawing conclusions from early intelligence research is like condemning the auto industry by criticizing the performance of the Model T.
Several critics, such as Stephen Jay Gould, have been critical of ''g'', seeing it as a statistical artifact, and that IQ tests instead measure a number of unrelated abilities. The American Psychological Association's report "Intelligence: Knowns and Unknowns" stated that IQ tests do correlate and that the view that ''g'' is a statistical artifact is a minority one.
On the other hand, Linda S. Gottfredson (2006) has argued that the results of thousands of studies support the importance of IQ for school and job performance (see also the work of Schmidt & Hunter, 2004). IQ also predicts or correlates with numerous other life outcomes. In contrast, empirical support for non-''g'' intelligences is lacking or very poor. She argued that despite this the ideas of multiple non-''g'' intelligences are very attractive to many due to the suggestion that everyone can be smart in some way.
Howard Gardner mentions in his Multiple Intelligences The Theory in Practice book, briefly about his main seven intelligences he introduced. In his book, he starts off telling describing Linguistic and Logical Intelligence because he believed in society, we have put the two subjects on a pedestal. However, Gardner believes every of the intelligences he found has equality. Note: At the time of the publication of Gardner's book Multiple Intelligences The Theory in Practice, naturalist and existential were not mentioned.
Linguistic Intelligence: The kind of ability exhibited in its fullest form, perhaps, by poets.
Logical-Mathematics Intelligence: Is logical and mathematical ability, as well as scientific ability. Howard Gardner believed Jean Piaget may have thought he was studying all intelligence, but in truth, Piaget was really only focusing on the logical mathematical intelligence.
Spatial Intelligence: The ability to form a mental model of a spatial world and to be able to maneuver and operate using that model.
Musical Intelligence: Leonard Bernstein had lots of it; Mozart, presumably, had even more.
Bodily-kinesthetic intelligence: The ability to solve problems or to fashion products using one's whole body, or parts of the body. For example, dancers, athletes, surgeons, craftspeople, etc.
Interpersonal Intelligence: The ability to understand people. People who are well in interpersonal are most likely teachers, politicians, clinicians, religious leaders, etc.
Intrapersonal Intelligence: A correlative ability, turned inward. It is a capacity to form an accurate, veridical model of oneself and to be able to use that model to operate effectively in life.
More recently, the triarchic theory has been updated and renamed the Theory of Successful Intelligence by Sternberg. Intelligence is defined as an individual's assessment of success in life by the individual's own (idiographic) standards and within the individual's sociocultural context. Success is achieved by using combinations of analytical, creative, and practical intelligence. The three aspects of intelligence are referred to as processing skills. The processing skills are applied to the pursuit of success through what were the three elements of practical intelligence: adapting to, shaping of, and selecting of one's environments. The mechanisms that employ the processing skills to achieve success include utilizing one's strengths and compensating or correcting for one's weaknesses.
Sternberg's theories and research on intelligence remain contentious within the scientific community.
Piaget's theory described four main stages and many sub-stages in the development. Degree of progress through these is correlated with but is not identical with psychometric IQ.
Neo-Piagetian theories of cognitive development expand Piaget's theory in various ways such as also considering psychometric-like factors such as processing speed and working memory, "hypercognitive" factors like self-monitoring, more stages, and more consideration on how progress may vary in different domains such as spatial or social.
Piaget's theory has been criticized for the age of appearance of a new model of the world, such as object permanence, being dependent on how the testing is done (see the article on object permanence). More generally, the theory may be very difficult to test empirically due to the difficulty of proving or not proving that a mental model is the explanation for the results of the testing.
Emotional intelligence is an argued ability, capacity, skill or, a self-perceived ability to identify, assess, and control the emotions of oneself, of others, and of groups. Different models have been proposed for the definition of emotional intelligence and there is disagreement about how the term should be used. The concept is controversial (Locke, 2005), with some seeing it as a skill or form of personality rather than intelligence, and its predicative ability, especially after controlling for the effects of IQ and the Big Five personality traits, is disputed.
Neuroethics considers the ethical, legal and social implications of neuroscience, and deals with issues such as the difference between treating a human neurological disease and enhancing the human brain, and how wealth impacts access to neurotechnology. Neuroethical issues interact with the ethics of human genetic engineering.
Because intelligence appears to be at least partly dependent on brain structure and the genes shaping brain development, it has been proposed that genetic engineering could be used to enhance the intelligence, a process sometimes called biological uplift in science fiction. Experiments on mice have demonstrated superior ability in learning and memory in various behavioral tasks.
Transhumanist theorists study the possibilities and consequences of developing and using techniques to enhance human abilities and aptitudes, and individuals ameliorating what they regard as undesirable and unnecessary aspects of the human condition.
Wolfgang Köhler's pioneering research on the intelligence of apes is a classic example of research in this area. Stanley Coren's book, ''The Intelligence of Dogs'' is a notable popular book on the topic. Nonhuman animals particularly noted and studied for their intelligence include chimpanzees, bonobos (notably the language-using Kanzi) and other great apes, dolphins, elephants and to some extent parrots and ravens. Controversy exists over the extent to which these judgments of intelligence are accurate.
Cephalopod intelligence also provides important comparative study. Cephalopods appear to exhibit characteristics of significant intelligence, yet their nervous systems differ radically from those of most other notably intelligent life-forms (mammals and birds).
It has been argued that plants should also be classified as being intelligent based on their ability to sense the environment and adjust their morphology, physiology and phenotype accordingly.
Among the traits that researchers hope machines will exhibit are reasoning, knowledge, planning, learning, communication, perception, and the ability to move and manipulate objects. In the field of artificial intelligence there is no consensus on how closely the brain should be simulated.

John R. Stockwell is a former CIA officer who became a critic of United States government policies after serving in the Agency for thirteen years serving seven tours of duty. After managing U.S. involvement in the Angolan Civil War as Chief of the Angola Task Force during its 1975 covert operations, he resigned and wrote ''In Search of Enemies'', a book which remains the only detailed, insider's account of a major CIA "covert action."
In December 1976 he resigned from the CIA, citing deep concerns for the methods and results of CIA paramilitary operations in third world countries and testified before Congressional committees. Two years later, he wrote the exposé ''In Search of Enemies'', about that experience and its broader implications. He claimed that the CIA was counterproductive to national security, and that its "secret wars" provided no benefit for the United States. The CIA, he stated, had singled out the MPLA to be an enemy in Angola despite the fact that the MPLA wanted relations with the United States and had not committed a single act of aggression against the United States. In 1978 he appeared on the popular American television program ''60 Minutes'', claiming that CIA Director William Colby and National Security Advisor Henry Kissinger had systematically lied to Congress about the CIA's operations.
His book is useful in many ways for researchers and journalists interested in uncovering secret information about the conduct of US foreign policy in Africa and Asia. For example, a brief story in the book is about a CIA officer having Patrice Lumumba's body in the trunk of his car one night in then Elizabethville, Congo. Stockwell mentions in a footnote to the story that at the time he did not know that the CIA is documented as having repeatedly tried to arrange for Lumumba's assassination.
His concerns were that, although many of his colleagues in the CIA were men and women of the highest integrity, the organization was counterproductive of United States national security and harming a lot of people in its "secret wars" overseas.
"Red Sunset" was Stockwell's next book and was published in 1982 by William Morrow Publishing Co., Inc. in hard back, then in paperback by Signet a year later. In it he discusses his prediction of a peaceful end to the cold war. Stockwell presented these ideas in fiction form in order to get it published.
In 1991, Stockwell published a compilation of transcriptions of many of his lectures called ''The Praetorian Guard''.
In 1980, Stockwell said,
''"if the Soviet Union were to disappear off the face of the map, the United States would quickly seek out new enemies to justify its own military-industrial complex."''

Fawn Hall (born 1959) was a secretary to Lt. Colonel Oliver North and a notable figure in the Iran-Contra affair, helping him shred confidential documents.
Hall was born and raised in Annandale, Virginia, and graduated from Poe Middle School in 1973 and Annandale High School in 1977.
Hall was North's secretary from February 1983 until she was fired on November 25, 1986. Hall's mother, Wilma Hall, was secretary to Robert McFarlane, Reagan's national security advisor, North's superior and a major player in Iran-Contra.
Fawn Hall dated Contras politician Arturo Cruz, Jr. In one mishap, she transposed the digits of a Swiss bank account number, resulting in a contribution from the Sultan of Brunei to the Contras being lost. On November 25, 1986, she smuggled confidential papers out of her employer's office hidden inside her leather boots, causing President Ronald Reagan to form a task force, which eventually put both North and Hall on trial.
In exchange for her testimony, Hall was granted immunity. She confessed to shredding a large number of documents. On March 22, 1989, she began two days of testimony at Oliver North's Iran-Contra trial in Washington. Among her other testimony was a claim that, "Sometimes you have to go above the law."

Cheney was born in Lincoln, Nebraska, but was primarily raised in Sumner, Nebraska and Casper, Wyoming. He began his political career as an intern for Congressman William A. Steiger, eventually working his way into the White House during the Nixon and Ford administrations, where he served the latter as White House Chief of Staff. In 1978, Cheney was elected to the U.S. House of Representatives from Wyoming; he was reelected five times, eventually becoming House Minority Whip. Cheney was selected to be the Secretary of Defense during the presidency of George H. W. Bush, holding the position for the majority of Bush's term. During this time, Cheney oversaw the 1991 Operation Desert Storm, among other actions.
Out of office during the Clinton presidency, Cheney was chairman and CEO of Halliburton Company from 1995 to 2000.
He attended Calvert Elementary School before his family moved to Casper, Wyoming, where he attended Natrona County High School. His father was a soil conservation agent for the U.S. Department of Agriculture and his mother was a softball star in the 1930s; Cheney was one of three children. He attended Yale University, but by his own account had problems adjusting to the college, and flunked out twice. Among the influential teachers from his days in New Haven was Professor H. Bradford Westerfield, whom Cheney repeatedly credited with having helped to shape his approach to foreign policy. He later attended the University of Wyoming, where he earned both a Bachelor of Arts and a Master of Arts in political science. He subsequently started, but did not finish, doctoral studies at the University of Wisconsin–Madison.
In November 1962, at the age of 21, Cheney was convicted of driving while intoxicated (DWI). He was arrested for DWI again the following year. Cheney said that the arrests made him "think about where I was and where I was headed. I was headed down a bad road if I continued on that course."
In 1964, he married Lynne Vincent, his high school sweetheart, whom he had met at age 14.
When Cheney became eligible for the draft, during the Vietnam War, he applied for and received five draft deferments. In 1989, ''The Washington Post'' writer George C. Wilson interviewed Cheney as the next Secretary of Defense; when asked about his deferments, Cheney reportedly said, "I had other priorities in the '60s than military service." Cheney testified during his confirmation hearings in 1989 that he received deferments to finish a college career that lasted six years rather than four, owing to sub par academic performance and the need to work to pay for his education. Initially, he was not called up because the Selective Service System was only taking older men. When he became eligible for the draft, he applied for four deferments in sequence. He applied for his fifth exemption on January 19, 1966, when his wife was about 10 weeks pregnant. He was granted 3-A status, the "hardship" exemption, which excluded men with children or dependent parents. In January 1967, Cheney turned 26 and was no longer eligible for the draft.
Cheney was Assistant to the President under Gerald Ford. When Rumsfeld was named Secretary of Defense, Cheney became White House Chief of Staff, succeeding Rumsfeld. He later was campaign manager for Ford's 1976 presidential campaign.
Cheney supported Bob Michel’s (R-IL) bid to become Republican Minority Leader. In April 1980, Cheney endorsed Governor Ronald Reagan for President, becoming one of Reagan's earliest supporters.
In 1986, after President Ronald Reagan vetoed a bill to impose economic sanctions on South Africa for its policy of apartheid, Cheney was one of 83 Representatives to vote against overriding Reagan's veto. In later years, he articulated his opposition to unilateral sanctions against many different countries, stating "they almost never work" and that in that case they might have ended up hurting the people instead.
In 1986, Cheney, along with 145 Republicans and 31 Democrats, voted against a non-binding Congressional resolution calling on the South African government to release Nelson Mandela from prison, after the Democrats defeated proposed amendments that would have required Mandela to renounce violence sponsored by the African National Congress (ANC) and requiring it to oust the communist faction from its leadership; the resolution was defeated. Appearing on CNN, Cheney addressed criticism for this, saying he opposed the resolution because the ANC "at the time was viewed as a terrorist organization and had a number of interests that were fundamentally inimical to the United States."
The federal building in Casper, a regional center of the fossil fuel industry, is named the Dick Cheney Federal Building.
Over his four years as Secretary of Defense, Cheney downsized the military and his budgets showed negative real growth, despite pressures to acquire weapon systems advocated by Congress. The Department of Defense's total obligational authority in current dollars declined from $291 billion to $270 billion. Total military personnel strength decreased by 19 percent, from about 2.2 million in 1989 to about 1.8 million in 1993.
Cheney's views on NATO reflected his skepticism about prospects for peaceful social development in the former Eastern Bloc countries, where he saw a high potential for political uncertainty and instability. He felt that the Bush Administration was too optimistic in supporting General Secretary of the CPSU Mikhail Gorbachev and his successor, Russian President Boris Yeltsin. Cheney worked to maintain strong ties between the United States and its European allies.
Cheney persuaded the Saudi Arabian aristocracy to allow bases for US ground troops and war planes in the nation. This was an important element of the success of the Gulf War, as well as a lightning-rod for Islamists who opposed having non-Muslim armies near their holy sites.
In 1991, the Somali Civil War drew the world's attention. In August 1992, the United States began to provide humanitarian assistance, primarily food, through a military airlift. At President Bush's direction, Cheney dispatched the first of 26,000 US troops to Somalia as part of the Unified Task Force (UNITAF), designed to provide security and food relief. Cheney's successors as Secretary of Defense, Les Aspin and William J. Perry, had to contend with both the Bosnian and Somali issues.
Shortly after the Iraqi invasion, Cheney made the first of several visits to Saudi Arabia where King Fahd requested US military assistance. The United Nations took action as well, passing a series of resolutions condemning Iraq's invasion of Kuwait; the UN Security Council authorized "all means necessary" to eject Iraq from Kuwait, and demanded that the country withdraw its forces by January 15, 1991. By then, the United States had a force of about 500,000 stationed in Saudi Arabia and the Persian Gulf. Other nations, including Britain, Canada, France, Italy, Syria, and Egypt, contributed troops, and other allies, most notably Germany and Japan, agreed to provide financial support for the coalition effort, named Operation Desert Shield.
On January 12, 1991, Congress authorized Bush to use military force to enforce Iraq's compliance with UN resolutions on Kuwait.
After an air offensive of more than five weeks, the UN coalition launched the ground war on February 24. Within 100 hours, Iraqi forces had been routed from Kuwait and Schwarzkopf reported that the basic objective—expelling Iraqi forces from Kuwait—had been met on February 27. After consultation with Cheney and other members of his national security team, Bush declared a suspension of hostilities.
Cheney regarded the Gulf War as an example of the kind of regional problem the United States was likely to continue to face in the future.
We're always going to have to be involved [in the Middle East]. Maybe it's part of our national character, you know we like to have these problems nice and neatly wrapped up, put a ribbon around it. You deploy a force, you win the war and the problem goes away and it doesn't work that way in the Middle East it never has and isn't likely to in my lifetime.
With the new Democratic administration under President Bill Clinton in January 1993, Cheney left the Department of Defense and joined the American Enterprise Institute. He also served a second term as a Council on Foreign Relations director from 1993 to 1995. From 1995 until 2000, he served as Chairman of the Board and Chief Executive Officer of Halliburton, a Fortune 500 company and market leader in the energy sector.
Cheney's record as CEO was subject to some dispute among Wall Street analysts; a 1998 merger between Halliburton and Dresser Industries attracted the criticism of some Dresser executives for Halliburton's lack of accounting transparency. Although Cheney is not named as an individual defendant in the suit, Halliburton shareholders are pursuing a class-action lawsuit alleging that the corporation artificially inflated its stock price during this period; the United States Supreme Court has agreed to hear arguments on whether the case can continue to be litigated. Cheney was named in a December 2010 corruption complaint filed by the Nigerian government against Halliburton, which the company settled for $250 million.
During Cheney's tenure, Halliburton changed its accounting practices regarding revenue realization of disputed costs on major construction projects. Cheney resigned as CEO of Halliburton on July 25, 2000. As vice president, he argued that this step removed any conflict of interest. Cheney's net worth, estimated to be between $30 million and $100 million, is largely derived from his post at Halliburton, as well as the Cheneys' gross income of nearly $8.82 million.
He was also a member of the board of advisors of the Jewish Institute for National Security Affairs (JINSA) before becoming vice president.
In early 2000, while serving as the CEO of Halliburton, Cheney headed then-Governor of Texas George W. Bush's vice-presidential search committee. On July 25, after reviewing Cheney's findings, Bush surprised some pundits by asking Cheney himself to join the Republican ticket. Halliburton reportedly reached agreement on July 20 to allow Cheney to retire, with a package estimated at $20 million.
A few months before the election Cheney put his home in Dallas up for sale and changed his drivers' license and voter registration back to Wyoming. This change was necessary to allow Texas' presidential electors to vote for both Bush and Cheney without contravening the Twelfth Amendment to the United States Constitution, which forbids electors from voting for someone from their own state for both President and Vice-President.
Cheney campaigned against Al Gore's running mate, Joseph Lieberman, in the 2000 presidential election. While the election was undecided, the Bush-Cheney team was not eligible for public funding to plan a transition to a new administration. So, Cheney opened a privately funded transition office in Washington. This office worked to identify candidates for all important positions in the cabinet. According to Craig Unger, Cheney advocated Donald Rumsfeld for the post of Secretary of Defense to counter the influence of Colin Powell at the State Department, and tried unsuccessfully to have Paul Wolfowitz named to replace George Tenet as director of the Central Intelligence Agency.
On the morning of June 29, 2002, Cheney served as Acting President of the United States under the terms of the 25th Amendment to the Constitution, while Bush was undergoing a colonoscopy. Cheney acted as President from 11:09 UTC that day until Bush resumed the powers of the presidency at 13:24 UTC.
Following 9/11, Cheney was instrumental in providing a primary justification for entering into a war with Iraq. Cheney helped shape Bush's approach to the "War on Terrorism", making numerous public statements alleging Iraq possessed weapons of mass destruction, and made several personal visits to CIA headquarters, where he questioned mid-level agency analysts on their conclusions. Cheney continued to allege links between Saddam Hussein and al-Qaeda, even though President Bush received a classified President's Daily Brief on September 21, 2001 indicating the U.S. intelligence community had no evidence linking Saddam Hussein to the September 11th attacks and that "there was scant credible evidence that Iraq had any significant collaborative ties with Al Qaeda." Furthermore, in 2004, the 9/11 Commission concluded that there was no "collaborative relationship" between Iraq and al Qaeda.
Following the US invasion of Iraq, Cheney remained steadfast in his support of the war, stating that it would be an "enormous success story", and made many visits to the country. He often criticized war critics, calling them "opportunists" who were peddling "cynical and pernicious falsehoods" to gain political advantage while US soldiers died in Iraq. In response, Senator John Kerry asserted, "It is hard to name a government official with less credibility on Iraq [than Cheney]."
In a March 24, 2008 extended interview conducted in Ankara, Turkey with ABC News correspondent Martha Raddatz on the fifth anniversary of the original U.S. military assault on Iraq, Cheney responded to a question about public opinion polls showing that Americans had lost confidence in the war by simply replying "So?" This remark prompted widespread criticism, including from former Oklahoma Republican Congressman Mickey Edwards, a long-time personal friend of Cheney.
Cheney's former chief legal counsel, David Addington, became his chief of staff and remained in that office until Cheney's departure from office. John P. Hannah served as Cheney's national security adviser. Until his indictment and resignation in 2005, I. Lewis "Scooter" Libby, Jr. served in both roles.
On the morning of July 21, 2007, Cheney once again served as acting president for about two and a half hours. Bush transferred the power of the presidency prior to undergoing a medical procedure, requiring sedation, and later resumed his powers and duties that same day.
After his term began in 2001, Cheney was occasionally asked if he was interested in the Republican nomination for the 2008 elections. However, he always maintained that he wished to retire upon the expiration of his term and he did not run in the 2008 presidential primaries. The Republicans nominated Arizona Senator John McCain.

Media outlets such as ''Time'' magazine and CBS News questioned whether Cheney had created a "fourth branch of government" that was not subject to any laws. A group of historians and open-government advocates filed a lawsuit in the US District Court for the District of Columbia, asking the court to declare that Cheney's vice-presidential records are covered by the Presidential Records Act of 1978 and cannot be destroyed, taken or withheld from the public without proper review.
On October 18, 2005, ''The Washington Post'' reported that the vice president's office was central to the investigation of the Valerie Plame CIA leak scandal, for Cheney's former chief of staff, Lewis "Scooter" Libby, was one of the figures under investigation. Following an indictment, Libby resigned his positions as Cheney's chief of staff and assistant on national security affairs.
On September 8, 2006, Richard Armitage, former Deputy Secretary of State, publicly announced that he was the source of the revelation of Plame's status. Armitage said he was not a part of a conspiracy to reveal Plame's identity and did not know whether one existed.
In February 2006, ''The National Journal'' reported that Libby had stated before a grand jury that his superiors, including Cheney, had authorized him to disclose classified information to the press regarding intelligence on Iraq's weapons .
On March 6, 2007, Libby was convicted on four felony counts for obstruction of justice, perjury, and making false statements to federal investigators.
Cheney has been characterized as the most powerful and influential Vice President in history. Both supporters and detractors of Cheney regard him as a shrewd and knowledgeable politician who knows the functions and intricacies of the federal government. A sign of Cheney's active policy-making role was then-House Speaker Dennis Hastert's provision of an office near the House floor for Cheney in addition to his office in the West Wing, his ceremonial office in the Old Executive Office Building, and his Senate offices (one in the Dirksen Senate Office Building and another off the floor of the Senate).
Cheney has actively promoted an expansion of the powers of the presidency, saying that the Bush administration’s challenges to the laws which Congress passed after Vietnam and Watergate to contain and oversee the executive branch—the Foreign Intelligence Surveillance Act, the Presidential Records Act, the Freedom of Information Act and the War Powers Resolution—are, in Cheney's words, "a restoration, if you will, of the power and authority of the president."
In June 2007, the ''Washington Post'' summarized Cheney’s vice presidency in a Pulitzer Prize-winning four-part series, based in part on interviews with former administration officials. The articles characterized Cheney not as a "shadow" president, but as someone who usually has the last words of counsel to the president on policies, which in many cases would reshape the powers of the presidency. When former Vice President Dan Quayle suggested to Cheney that the office was largely ceremonial, Cheney reportedly replied, "I have a different understanding with the president." The articles described Cheney as having a secretive approach to the tools of government, indicated by the use of his own security classification and three man-sized safes in his offices.
The articles described Cheney’s influence on decisions pertaining to detention of suspected terrorists and the legal limits that apply to their questioning, especially what constitutes torture. U.S. Army Colonel Lawrence Wilkerson, who served as Colin Powell's chief of staff when he was both Chairman of the Joint Chiefs of Staff at the same time Cheney was Secretary of Defense, and then later when Powell was Secretary of State, stated in an in-depth interview that Cheney and Donald Rumsfeld established an alternative program to interrogate post-9/11 detainees because of their mutual distrust of CIA.
The Washington Post articles, principally written by Barton Gellman, further characterized Cheney as having the strongest influence within the administration in shaping budget and tax policy in a manner that assures "conservative orthodoxy." They also highlighted Cheney’s behind-the-scenes influence on the administration’s environmental policy to ease pollution controls for power plants, facilitate the disposal of nuclear waste, open access to federal timber resources, and avoid federal constraints on greenhouse gas emissions, among other issues. The articles characterized his approach to policy formulation as favoring business over the environment.
In June 2008, Cheney allegedly attempted to block efforts by Secretary of State Condoleezza Rice to strike a controversial US compromise deal with North Korea over the communist state's nuclear program.
In July 2008, a former Environmental Protection Agency official stated publicly that Cheney's office had pushed significantly for large-scale deletions from a Centers for Disease Control and Prevention report on the health effects of global warming "fearing the presentation by a leading health official might make it harder to avoid regulating greenhouse gases." In October, when the report appeared with six pages cut from the testimony, The White House stated that the changes were made due to concerns regarding the accuracy of the science. However, according to the former senior adviser on climate change to Environmental Protection Agency Administrator Stephen Johnson, Cheney's office was directly responsible for nearly half of the original testimony being deleted.
On February 14, 2010, in an appearance on ABC's This Week, Cheney reiterated his support of waterboarding and enhanced interrogation techniques for captured terrorist suspects, saying, "I was and remain a strong proponent of our enhanced interrogation program." At the time, Cheney still enjoyed strong support from voters in the Republican Party.
Said to be writing a book, his memoirs are likely to be published in spring 2011. ''The Washington Post'' reported that the book will charge that in his second term George W. Bush ignored Cheney's advice and, in a word, went "soft". According to the article, Cheney "felt Bush was moving away from him." Cheney said Bush was "shackled by public reaction and the criticism he took." The article characterized the Cheney doctrine as "cast iron strength at all times—never apologize, never explain" while Bush moved towards a conciliatory approach. Personal factors also contributed to the growing distance between the two men. Cheney was dismayed when Mr. Bush forced his old friend and mentor Donald Rumsfeld out of the Pentagon in 2006. Cheney reportedly further accused Bush of abandoning Lewis "Scooter" Libby, likening his action to "leaving a soldier on the battlefield".

Cheney maintained a visible public profile after leaving office, being especially critical of Obama administration policies on national security. In May 2009, Cheney spoke of his support for same-sex marriage, becoming one of the most prominent Republican politicians to do so. Speaking to the National Press Club, Cheney stated: "People ought to be free to enter into any kind of union they wish, any kind of arrangement they wish. I do believe, historically, the way marriage has been regulated is at a state level. It's always been a state issue, and I think that's the way it ought to be handled today."
Although, by custom, a former Vice President receives unofficial six month protection from the United States Secret Service, President Obama reportedly extended the protection period for Cheney.
On July 11, 2009 CIA Director Leon E. Panetta told the Senate and House intelligence committees that the CIA withheld information about a secret counter-terrorism program from Congress for eight years on direct orders from Dick Cheney. Intelligence and Congressional officials have said the unidentified program did not involve the CIA interrogation program and did not involve domestic intelligence activities. They have said the program was started by the counter-terrorism center at the CIA shortly after the attacks of Sept. 11, 2001, but never became fully operational, involving planning and some training that took place off and on from 2001 until this year. Wall Street Journal reported, citing former intelligence officials familiar with the matter, that the program was an attempt to carry out a 2001 presidential authorization to capture or kill al Qaeda operatives.
During a February 14, 2010 appearance on ABC's ''This Week'', Cheney reiterated his criticism of the Obama administration's policies for handling suspected terrorists, criticizing the "mindset" of treating "terror attacks against the United States as criminal acts as opposed to acts of war".
In a May 2, 2011, interview with ABC News, Cheney praised the Obama administration for the operation that resulted in the killing of Osama bin Laden.
On September 24, 2005, Cheney underwent a six-hour endo-vascular procedure to repair popliteal artery aneurysms bilaterally, a catheter treatment technique used in the artery behind each knee. Cheney was hospitalized for tests after experiencing shortness of breath five months later. In late April 2006, an ultrasound revealed that the clot was smaller. CBS News reported that during the morning of November 26, 2007, Cheney was diagnosed with atrial fibrillation and underwent treatment that afternoon.
On July 12, 2008, Cheney underwent a cardiological exam; doctors reported that his heartbeat was normal for a 67-year-old man with a history of heart problems. As part of his annual checkup, he was administered an electrocardiogram and radiological imaging of the stents placed in the arteries behind his knees in 2005. Doctors said that Cheney had not experienced any recurrence of atrial fibrillation and that his special pacemaker had neither detected nor treated any arrhythmia. On October 15, 2008, Cheney returned to the hospital briefly to treat a minor irregularity.
On January 19, 2009, Cheney strained his back "while moving boxes into his new house". As a consequence, he was in a wheelchair for two days, including his attendance at the 2009 United States presidential inauguration.
On February 22, 2010, Cheney was admitted to George Washington University Hospital after experiencing chest pains. A spokesperson later said Cheney had experienced a mild heart attack after doctors had run tests. On June 25, 2010, Cheney was admitted to George Washington University Hospital after reporting discomfort.
In early July 2010, Cheney was outfitted with a left-ventricular assist device (LVAD) at Inova Fairfax Heart and Vascular Institute to compensate for worsening congestive heart failure. The device pumps blood continuously through his body. He was released from Inova on August 9, 2010, and will have to decide whether to seek a full heart transplant. This pump is centrifugal and as a result he is alive without a pulse.

His wife, Lynne Cheney, was Chair of the National Endowment for the Humanities from 1986 to 1996. She is now a public speaker, author, and a senior fellow at the American Enterprise Institute. The couple have two children, Elizabeth and Mary, and six grandchildren. Elizabeth, his elder daughter, is married to Philip J. Perry, former General Counsel of the Department of Homeland Security. Mary Cheney, a former employee of the Colorado Rockies baseball team and Coors Brewing Company, a campaign aide to the Bush re-election campaign, and an open lesbian, currently lives in Great Falls, Virginia with her longtime partner Heather Poe.
Whittington suffered a mild heart attack and atrial fibrillation due to a pellet that embedded in the outer layers of his heart. The Kenedy County Sheriff's office cleared Cheney of any criminal wrongdoing in the matter, and in an interview with Fox News, Cheney accepted full responsibility for the incident. Whittington was discharged from the hospital on February 17, 2006. Later, Whittington stated, "My family and I are deeply sorry for all that vice president Cheney has had to go through this past week."

Kevin Michael Rudd (born 21 September 1957) is an Australian politician. He is the incumbent Minister for Foreign Affairs and 26th Prime Minister of Australia who served from 2007 to 2010. He has been an Australian Labor Party member of the House of Representatives since the 1998 federal election, representing Griffith, Queensland.
Rudd was born in Queensland and grew up on a dairy farm. He joined the Australian Labor Party at the age of 15 and was dux of Nambour State High School in 1974. He studied an arts degree in Asian studies at the Australian National University, majoring in Chinese language and Chinese history. In 1981, he married Thérèse Rein and they have three children. He worked for the Department of Foreign Affairs from 1981 and from 1988 he was Chief of Staff to the Queensland Labor Opposition Leader and later Premier, Wayne Goss. After the Goss government lost office in 1995, Rudd was hired as a Senior China Consultant by the accounting firm KPMG Australia.
Rudd was elected to Parliament in 1998 and was promoted to the Labor frontbench in 2001 as Shadow Minister for Foreign Affairs. In December 2006 he had become the leader of the Labor party and Leader of the Opposition; the party overtook the incumbent Liberal/National coalition government led by John Howard, in both party and leadership polling. Rudd made policy announcements on areas such as industrial relations, climate change, an "education revolution", a National Broadband Network, and health. Labor won the 2007 election, with a 23-seat swing. The Rudd government's first acts included signing the Kyoto Protocol and delivering an apology to Indigenous Australians for the stolen generations. The previous government's industrial relations legislation, WorkChoices, was largely dismantled, Australia's remaining Iraq War combat personnel were withdrawn, and the "Australia 2020 Summit" was held. In response to the Global Financial Crisis, the government provided economic stimulus packages, and Australia was one of the few western countries to avoid the late-2000s recession.
Beginning with Rudd's election to the Labor leadership, the party enjoyed a long period of high popularity in the opinion polls. However, a significant fall in Rudd's personal electoral standing was blamed on a proposed Resource Super Profits Tax and the deferral of the Senate-rejected Carbon Pollution Reduction Scheme. The decline in his government's support in opinion polls and growing dissatisfaction of his leadership within the Labor Party led his deputy, Julia Gillard, to announce on 23 June 2010 that she would contest the leadership in a caucus ballot the following day. Knowing he would be defeated if he contested the leadership, Rudd stepped down as party leader and Prime Minister on the morning of the ballot. He successfully recontested his parliamentary seat at the 2010 election, and was subsequently promoted back to cabinet as Minister for Foreign Affairs in Gillard's Labor minority government.
Rudd is of English and Irish descent. His paternal 4th great-grandparents were English and of convict heritage: Thomas Rudd and Mary Cable (she was from Essex). Thomas arrived from London, England in 1801, Mary in 1804. Thomas Rudd, a convict, arrived in NSW on board the Earl Cornwallis in 1801. He was convicted of stealing a bag of sugar.
Rudd studied at the Australian National University in Canberra where he resided at Burgmann College and graduated with First Class Honours in Arts (Asian Studies). He majored in Chinese language and Chinese history, became proficient in Mandarin and acquired a Chinese name, Lù Kèwén ( or in ).
Rudd's thesis on Chinese democracy activist Wei Jingsheng was supervised by Pierre Ryckmans, the eminent Belgian-Australian sinologist. During his studies Rudd cleaned the house of political commentator Laurie Oakes to earn money. In 1980 he continued his Chinese studies at the Mandarin Training Center of National Taiwan Normal University in Taipei, Taiwan, Republic of China. Delivering the annual Gough Whitlam Lecture at Sydney University on "The Reforming Centre of Australian Politics" in 2008, Rudd praised the former Labor Prime Minister for implementing educational reforms, saying he was:
... a kid who lived Gough Whitlam's dream that every child should have a desk with a lamp on it where he or she could study. A kid whose mum told him after the 1972 election that it might just now be possible for the likes of him to go to university. A kid from the country of no particular means and of no political pedigree who could therefore dream that one day he could make a contribution to our national political life.
In 1981, Rudd married Thérèse Rein whom he had met at a gathering of the Australian Student Christian Movement during his university years. They have three children: Jessica (born 1984), Nicholas (born 1986) and Marcus (born 1993). Rudd's nephew, Van Thanh Rudd is a Melbourne-based artist and activist.
Returning to Australia in 1988, he was appointed Chief of Staff to the Labor Opposition Leader in Queensland, Wayne Goss. He became Chief of Staff to the Premier when the Labor Party won office in 1989, a position he held until 1992, when Goss appointed him Director-General of the Office of Cabinet. In this position Rudd was arguably Queensland's most powerful bureaucrat. In this role he presided over a number of reforms including development of a national program for teaching foreign languages in schools. Rudd was influential in both promoting a policy of developing an Asian languages and cultures program which was unanimously accepted by the Council of Australian Governments (COAG) in 1992 and later chaired a high level Working Group which provided the foundation of the strategy in its report, which is frequently cited as "the Rudd Report".
During this time he underwent a cardiac valve transplant operation (Ross procedure), receiving a cadaveric aortic valve replacement for rheumatic heart disease.
After the Goss government lost office in 1995, Rudd was hired as a Senior China Consultant by the accounting firm KPMG Australia. While in this position, he won the Labor preselection for the Brisbane-area seat of Griffith at the 1996 federal election. Despite being endorsed by the retiring Labor MP, Ben Humphreys, Rudd was defeated by Liberal Graeme McDougall on the eighth count, largely due to a massive swing against Labor in Queensland. Rudd sought a rematch against McDougall in the 1998 election and won on the fifth count.
There is no debate or dispute as to whether Saddam Hussein possesses weapons of mass destruction. He does. There's no dispute as whether he's in violation of UN Security Council resolutions. He is.
After the fall of Saddam he would criticise the Howard Government over its support for the United States, while maintaining Labor's position of support for the Australian-American alliance.
Well, what Secretary Powell and the US seems to have said is that he now has grave doubts about the accuracy of the case he put to the United Nations about the claim that Iraq possessed biological weapons laboratories – the so-called mobile trailers. And here in Australia, that formed also part of the government's argument on the war. I think what it does is it adds to the fabric of how the Australian people were misled about the reasons for going to war.
Rudd's policy experience and parliamentary performances during the Iraq war made him one of the better known members of the Labor front bench. When Opposition Leader Simon Crean was challenged by his predecessor Kim Beazley in June, Rudd did not publicly commit himself to either candidate. When Crean finally resigned in late November, Rudd was considered a possible candidate for the Labor leadership, however, he announced that he would not run in the leadership ballot, and would instead vote for Kim Beazley.
Rudd was predicted by some commentators to be demoted or moved as a result of his support for Beazley following the election of Mark Latham as Leader, but he retained his portfolio. Relations between Latham and Rudd deteriorated during 2004, especially after Latham made his pledge to withdraw all Australian forces from Iraq by Christmas 2004 without consulting Rudd. After Latham failed to win the October 2004 federal election, Rudd was again spoken of as a possible alternative leader. He retained his foreign affairs portfolio and disavowed any intention of challenging Latham.
When Latham suddenly resigned in January 2005, Rudd was visiting Indonesia and refused to say whether he would be a candidate for the Labor leadership. Such a candidacy would have required him to run against Beazley, his factional colleague. "The important thing for me to do is to consult with my colleagues in the party", he said. After returning from Indonesia, Rudd consulted with Labor MPs in Sydney and Melbourne and announced that he would not contest the leadership. Kim Beazley was subsequently elected leader.
In June 2005 Rudd was given expanded responsibilities as the Shadow Minister for Foreign Affairs and International Security and, also, the Shadow Minister for Trade.
At his first press conference as leader, having thanked Beazley and former deputy leader Jenny Macklin, Rudd said he would offer a "new style of leadership" and would be an "alternative, not just an echo" of the Howard government. He outlined the areas of industrial relations, the war in Iraq, climate change, Australian federalism, social justice and the future of Australia's manufacturing industry as major policy concerns. Rudd also stressed his long experience in state government and also as a diplomat and in business before entering federal politics.
Rudd and the Labor Party soon overtook the government in both party and leadership polling. The new leader maintained a high media profile with major announcements on an "education revolution", federalism, climate change, a National Broadband Network, and the domestic car industry. In March 2007 the government raised questions over a series of meetings Rudd had had with former West Australian Labor Premier Brian Burke during 2005, alleging that Rudd had been attempting to use Burke's influence to become Labor leader (after losing office, Burke had spent time in prison before returning to politics as a lobbyist). Rudd said that this had not been the purpose of the three meetings and said that they had been arranged by his colleague Graham Edwards, the Member for Cowan.
From 2002, Rudd appeared regularly in interviews and topical discussions on the popular breakfast television program ''Sunrise'', along with federal Liberal MP Joe Hockey. This was credited with helping raise Rudd's public profile. Rudd and Hockey ended these appearances in April 2007 citing the increasing political pressures of an election year.
On 19 August 2007, it was revealed that Rudd, while on a visit to New York as opposition foreign affairs spokesman, had visited a strip club, in September 2003, with ''New York Post'' editor Col Allan and Labor backbencher Warren Snowdon. By way of explanation, Rudd said: "I had had too much to drink, I have no recollection (nor does Mr Snowdon) of any incident occurring at the nightclub – or of being asked to leave". "It is our recollection that we left within about an hour". The incident generated a lot of media coverage, but made no impact on Rudd's popularity in the polls. Indeed, some people believe that the incident may have enabled Rudd to appear "more human" and lifted his popularity.
Electoral writs were issued for an Australian federal election on 17 October 2007.
On 21 October 2007, Rudd presented strongly in a televised debate against incumbent prime minister John Howard.
On 14 November 2007, Kevin Rudd officially launched the Labor Party's election campaign with a policy of fiscal restraint, usually considered the electoral strength of the opposing Liberal party. Rudd proposed Labor spending measures totalling $2.3 billion, contrasting them to $9.4 billion Rudd claimed the Liberals had promised, declaring: ''"Today, I am saying loud and clear that this sort of reckless spending must stop."''
The election was held on 24 November 2007. Labor's win was coined a 'Ruddslide' by the media and was underpinned by the considerable support from Rudd's home state of Queensland, with the state result recording a two party preferred swing of 7.53 percent. The nationwide swing was 5.44 percent to Labor, the 3rd largest swing at a federal election since two party estimates began in 1949.
As foreshadowed during the election campaign, on 29 November Rudd directly chose his frontbench, breaking with more than a century of Labor tradition whereby the frontbench was elected by the Labor caucus, with the leader then given the right to allocate portfolios.
Kevin Rudd was the second Queenslander to lead his party to a federal election victory, the first being Andrew Fisher in 1910. Rudd was the first Prime Minister since World War II not to come from either New South Wales or Victoria and the fourth prime minister from Queensland.
Early initiatives of the Rudd Government included the signing of the Kyoto Protocol, a Parliamentary Apology to the Stolen Generations and the 2020 Summit.
During their first two years in office, Rudd and his government set records for popularity in Newspoll polling.
By 2010, the Prime Minister's approval ratings had dropped significantly and controversies had arisen over management of economic stimulus following the Global Financial Crisis; the delay of the government's proposed Carbon Pollution Reduction Scheme; asylum seeker policies; and debate over a proposed "super profits" tax on the mining industry.
The United States diplomatic cables leaks reveal that Robert McCallum, the former US ambassador to Australia, described Rudd as a ‘control freak’ and ‘a micro-manager’ obsessed with managing the media cycle rather than engaging in collaborative decision making". Diplomats also criticized Rudd's foreign policy record and considered Rudd's ‘missteps’ largely arose from his propensity to make ‘snap announcements without consulting other countries or within the Australian government’.
On 23 June 2010, following significant media speculation and after it became apparent Rudd had lost the support of key factional heads within the Labor Party, deputy prime minister Julia Gillard requested a leadership ballot for the following day, which Rudd announced he would himself contest.
Rudd was unable to achieve any significant action on a national response to climate change, and abandoned his vision in the face of political opposition. Many of Rudd's minor climate change initiatives were scrapped or slashed by Julia Gillard.

As Prime Minister, Rudd has continued to support Australian military involvement in Afghanistan, despite the growing number of Australian casualties. On 29 April 2009, Rudd committed 450 extra troops to the region bringing the total to 1550. Explaining the deployment he said:
:A measured increase in Australian forces in Afghanistan will enhance the security of Australian citizens, given that so many terrorists attacking Australians in the past have been trained in Afghanistan.
On a November 2009 visit to Afghanistan, Rudd told Australian troops: "We from Australia will remain for the long haul." In April 2010, the Australian Government decided not to commit further troops to Uruzgan province to replace Dutch forces when they withdraw, but increased the numbers of diplomatic, development aid, and police personnel to around 50 with military effort and civilian work focussed on Uruzgan.
The United States diplomatic cables leak reported Rudd's criticisms of Australia's European allies in the Afghanistan campaign.
As the parliament's first order of business, on 13 February 2008, Rudd read an apology directed to Indigenous Australians for the ''stolen generations''. The apology, for the policies of successive parliaments and governments, passed unanimously as a motion by both houses of parliament, and was publicly well received; most criticisms were of Labor for refusing to provide victims with monetary compensation as recommended in the ''Bringing them Home'' report, and that the apology would not alleviate disadvantage amongst Indigenous Australians. Rudd pledged the government to bridging the gap between Indigenous and Non-Indigenous Australian health, education and living conditions, and in a way that respects their rights to self-determination.
Some unions claim it to be "WorkChoices Lite", although the most fundamental elements will be reversed and since then, changes have been made to the legislation which accommodate some union demands. This led to criticism of the legislation by employer groups, who claimed in April 2009 that more rigid and expensive wage and other outcomes with employees would be particularly difficult for many businesses to afford during an economic downturn.

Upon election to office, the Rudd government announced a five point plan to combat inflation. The first budget of the Rudd government was delivered by Treasurer Wayne Swan in May 2008 and a projected surplus of $21.7 billion was announced. As the global recession began to take hold, the Government guaranteed bank deposits and announced two stimulatory spending packages. The first was worth $10.4 billion and announced in late 2008, and the second worth $42 billion was announced in February 2009 and included $900 dollar cash payments to resident taxpayers who paid net tax in the 2007–08 financial year. After initially raising interest rates to combat inflation, The Reserve Bank cut official interest rates several times in increments of up to 1 percent, and fell to 3 percent in May 2009, the lowest since 1960. The second budget, released in May 2009, projected a $57.6 billion deficit for 2009–10. The majority of the deficit was created by a loss of taxation revenue as a result of the recession, with the rest made up in stimulus and other spending. The downturn was expected to remove $210 billion in taxation revenue from the budget over the next four years.
Following the start of the Global Financial Crisis in 2008, increased exports and consumer spending helped the Australian economy avoid recession in 2009. Australia was the only western economy to do so.
As part of its economic stimulus program, the government offered householders a rebate for ceiling insulation. Rudd demoted Peter Garrett, the minister responsible for the program, before abandoning the program altogether in 2010 after the scheme was blamed for housefires and 4 deaths. The Building the Education Revolution program sought to stimulate the nationwide economy by employing construction workers in school building developments, but came under media scrutiny following allegations of overpricing and bad value for money.
The Rudd Government's third budget in 2010 projected a $40.8 billion deficit for 2010–11 but forecast that Australia would return to surplus by 2012–13. The government proposed a "super profits" tax on the mining industry and included $12 billion in revenue from the proposal in the forecast, although the tax had not been passed by the Senate.
Findings released in April 2009 reported that nine out of the 1000 submitted ideas were to be immediately enacted and that the government was deliberating on other ideas proposed. By mid-2010, among the key reform ideas suggested, Prime Minister Rudd had sought to introduce an ETS, but postponed it after failing to secure passage through the senate; formed a consultative committee on a Bill of Rights then rejected its recommendation for implementation; established the National Congress of Australia's First Peoples in 2010; commissioned the Henry Review of taxation (on the basis of which the Rudd Government proposed a new "super-profits" tax on mining); and Rudd had described the issue of a vote on a republic as not being "a priority".
In 2008, the government adjusted the Mandatory detention policies established by the Keating and Howard governments and declared an end to the Pacific Solution. Boat arrivals increased considerably during 2009 and the Opposition said this was due to the government's policy adjustments, the Government said it was due to "push factors". After a fatal explosion on an asylum seeker boat in April 2009, Rudd said: "People smugglers are the vilest form of human life." Opposition frontbencher Tony Abbott said that Kevin Rudd was inept and hypocritical in his handling of the issue during the Oceanic Viking affair of October 2009. In April 2010, the Rudd government suspended processing new claims by Sri Lankan and Afghan asylum seekers, who comprised 80 per cent of all boat arrivals, for three and six months respectively.
Competitive markets are massive and generally efficient generators of economic wealth. They must therefore have a central place in the management of the economy. But markets sometimes fail, requiring direct government intervention through instruments such as industry policy. There are also areas where the public good dictates that there should be no market at all. We are not afraid of a vision in the Labor Party, but nor are we afraid of doing the hard policy yards necessary to turn that vision into reality. Parties of the Centre Left around the world are wrestling with a similar challenge – the creation of a competitive economy while advancing the overriding imperative of a just society. Some call this the 'third way'. The nomenclature is unimportant. What is important is that it is a repudiation of Thatcherism and its Australian derivatives represented opposite. It is in fact a new formulation of the nation's economic and social imperatives.Rudd is critical of free market economists such as Friedrich Hayek, although Rudd describes himself as "basically a conservative when it comes to questions of public financial management", pointing to his slashing of public service jobs as a Queensland governmental advisor.
In ''The Longest Decade'' by George Megalogenis, Rudd reflected on his views of economic reform undertaken in the past couple of decades:
The Hawke and Keating governments delivered a massive program of economic reform, and they didn't shy away from taking on their own political base when they knew it was in the national interest. Think tariffs. Think cuts to the marginal tax rate. Think enterprise bargaining. Think how unpopular all of those were with the trade union movement of Australia. Mr Howard, on the other hand, never took on his own political base in the prosecution of any significant economic reform. His reform agenda never moved out of the ideological straitjacket of the 1970s and 1980s. Think industrial relations. Think consumption tax. And think also of the explosion in untargeted welfare... When the economic circumstances change, and the demands of a competitive economy change, Mr Howard never adjusted and never took the lead when it came to new ideas. Look at climate change. Look at infrastructure policy. Look at education policy. Look at early childhood education. There's a mountain of economic evidence about the importance of those policy domains to Australia's future.
In early 2009, in the wake of the global financial crisis, Rudd stated "that the great neo-liberal experiment of the past 30 years has failed", and that "Neo-liberalism and the free-market fundamentalism it has produced has been revealed as little more than personal greed dressed up as an economic philosophy. And, ironically, it now falls to social democracy to prevent liberal capitalism from cannibalising itself." Rudd called for a new era of "social capitalism" from social democrats such as himself and U.S. President Barack Obama to "support a global financial system that properly balances private incentive with public responsibility".
Although disagreeing with the original commitment to the Iraq War, Rudd supports the continued deployment of Australian troops in Iraq, but not the continued deployment of combat troops. Rudd was also in favour of Australia's military presence in Afghanistan.
Rudd backs the road map for peace plan and defended Israel's actions during the 2006 Israel-Lebanon conflict, condemning Hezbollah and Hamas for violating Israeli territory.
As Prime Minister, he also pledged support for East Timor, stating that Australian troops would remain in East Timor for as long as East Timor's government wanted them to.
Rudd also gave his support for the independence of Kosovo from Serbia, before Australia officially recognised the republic. This decision sparked protests of the Serbian Australian community against Rudd.
The question of Republicanism in Australia was raised following the failed 1999 referendum, and although Rudd is a republican, he indicated that no referendum would take place in the near future. In 2008 Rudd recommended the appointment of Quentin Bryce as the first female Governor-General of Australia to Queen Elizabeth II.
I have a pretty basic view on this, as reflected in the position adopted by our party, and that is, that marriage is between a man and a woman.
In a conscience vote in 2006, Rudd supported legislation to transfer regulatory authority for the abortion-inducing drug RU486 from the federal Minister For Health to the Therapeutic Goods Administration, removing the minister's veto on the use of RU486 in Australia. Rudd said that "For me and for the reasons I have outlined, the life of the unborn is of great importance. And having tested these reasons with men and women of faith, and men and women of science, that I've decided not to oppose this bill. "

Rudd and his family attend the Anglican church of St John the Baptist in Bulimba in his electorate. Although raised a Roman Catholic, Rudd began attending Anglican services in the 1980s with his wife. A report by The Australian quoted that Rudd embraced Anglicanism but at the same time did not formally renounce his Catholic faith.
Rudd is the mainstay of the parliamentary prayer group in Parliament House, Canberra. He is vocal about his Christianity and has given a number of prominent interviews to the Australian religious press on the topic. Rudd has defended church representatives engaging with policy debates, particularly with respect to WorkChoices legislation, climate change, global poverty, therapeutic cloning and asylum seekers. In an essay in ''The Monthly'', he argued:
A [truly] Christian perspective on contemporary policy debates may not prevail. It must nonetheless be argued. And once heard, it must be weighed, together with other arguments from different philosophical traditions, in a fully contestable secular polity. A Christian perspective, informed by a social gospel or Christian socialist tradition, should not be rejected contemptuously by secular politicians as if these views are an unwelcome intrusion into the political sphere. If the churches are barred from participating in the great debates about the values that ultimately underpin our society, our economy and our polity, then we have reached a very strange place indeed.
He cites Dietrich Bonhoeffer as a personal inspiration in this regard.
In May 2008, Rudd was drawn into the controversy over photographic artist Bill Henson and his work depicting naked adolescents as part of a show due to open at an inner-city gallery in Sydney. In a televised interview, Rudd stated that he found the images "absolutely revolting" and that they had "no artistic merit". These views swiftly drew censure from members of the 'creative stream' who attended the recent 2020 Summit convened by Rudd, led by actor Cate Blanchett.
When in Canberra, Rudd and Rein worship at St John the Baptist Church, Reid, where they were married. Rudd often does a "door stop" interview for the media when leaving the church yard.
Following the leadership challenge, Bill Shorten, the Parliamentary Secretary for Disabilities and Children's Services and key Parliamentary member of the Labor Party's Right faction, nominated the government's handling of the insulation program; the sudden announcement of change of policy on the Carbon Pollution Reduction Scheme; and the way in which they had "introduced the debate" about the Resource Super Profits Tax as the key considerations which had led to a collapse in support for Rudd's leadership of the party.
Barry Cohen, a former minister in the Hawke government, said that many in the Labor party caucus felt ignored by Rudd's centralist leadership style, and his at times insulting and rude treatment of staff and other ministers. Many were willing to overlook this due to his immense popularity, but when Rudd's poll numbers began to drop in late 2009 and 2010, they wanted to install a leader more able to establish consensus and involve the party caucus as a whole. Rudd is the first Australian Prime Minister to be removed from office by his own party during his first term.
Material relating to Kevin Rudd's term as prime minister was included in the United States diplomatic cables leaks released en masse by Wikileaks in 2010. As foreign minister, Rudd denounced the publication of classified documents by wikileaks. The Australian media extensively reported purported references to Rudd in the cables — including frank discussions between Rudd and US officials regarding China and Afghanistan; and negative assessments of some of Rudd's foreign policy initiatives and leadership style, written in confidence for the US government by the US Ambassador to Australia. Prior to his December 2010 visit to Israel, Rudd informed the ''The Australian'' newspaper of a new policy position on Israeli nuclear facilities, saying that they should be subject to International Atomic Energy Agency inspection. Israeli Foreign Minister Avigdor Lieberman rejected the call.
Following the 2011 Egyptian revolution and resignation of Egyptian president Hosni Mubarak, Rudd called for "constitutional reform and a clear timetable towards free and fair elections".
In response to the 2011 Libyan uprising, Rudd announced in early March 2011 that a no-fly zone should be enforced by the international community as a "lesser of two evils" to prevent dictator Muammar Gaddafi from using the Libyan airforce to attack protesters and rebels. ''The Age'' and other media outlets reported this as representing a rift between Rudd and Prime Minister Gillard, and said that US officials in Canberra had sought official clarification on what the Australian government was proposing. Speaking from Washington, Ms Gillard said in response that the United Nations Security Council should consider a "full range" of options to deal with the situation, and that Australia was not planning to send forces to enforce a no-fly zone.
Following the devastating 2011 Tōhoku earthquake and tsunami in Japan, Rudd announced that in his conversation with Japanese foreign minister Takeaki Matsumoto, he had offered Australian field hospitals and disaster victim identification teams to assist with recovery. He also said he had offered Australian atomic expertise and requested urgent briefings following an explosion at a nuclear plant, telling ABC TV: "We and the rest of the international community need urgent briefings on the precise status of these reactors".
