A US Department of Education Fund for the Improvement of Post Secondary Education (FIPSE) grant in February 2004 funded the start of the institute. Along with its primary mission of delivering an education in intelligence analysis at the undergraduate and postgraduate levels, MCIIS strives for the following: Promote the development of academic programs designed to generate qualified intelligence analysts. Provide a series of conventional and distance-learning intelligence-related courses to meet identified educational/training needs. Offer a post-graduate certificate program for current analysts, employing distance learning where appropriate. "Iran today has the technical, scientific and industrial capability to eventually produce nuclear weapons.
